GHANA (CSAR: Moderate) - US Embassy Issues Alert over Kidnapping Threat in Northern Upper East and Upper West Regions

The US Embassy in Ghana issued a security alert March 9 warning its citizens over the threat of kidnapping for ransom in the northern Upper East and Upper West regions. The warning appears to be precautionary advice and does not suggest any significant security threat. Various foreign governments typically advise against all travel or against all but essential travel in northern Ghana due to persistent insecurity.

Analysis: Armed bandits operate in remote border areas and may target foreigners due to their perceived wealth; the risk is elevated after dark. In addition, the northern border with Burkina Faso is particularly vulnerable to infiltration by extremist elements affiliated with groups such as Al-Qaeda or the Islamic State. An uptick in attacks, mainly targeting security forces, on the northern borders of Cote d'Ivoire in 2021 and Benin in 2022 highlights the potential threat.

주 가나 미국 대사관이 3월 9일, 가나 내의 자국민들에게 가나 북동부와 북서부 지역에서 발생하는 납치 범죄에 대한 경보를 발령했습니다. 해당 경보는 예방적 조치로서 심각한 위협에 대한 경고를 포함하지는 않았으나 가나 북부 지역에 비필수적 여행이나 방문은 지양할 것을 권고했습니다.

해당 지역에서는 무장 강도들의 활동이 횡행하며 심야시간에는 범죄 위험이 더 증가합니다. 부르키나파소와 국경을 맞대고 있는 지역에는 Al-Qaeda, IS와 같은 무장 테러단체가 활동하고 있으며 코트디부아르 국경지역과 베냉 국경지역은 잠재적 위협 수준이 높은 지역으로 평가되고 있습니다.
