Update: Tropical Cyclone Rai strengthens to typhoon; 16 December

The Philippine Atmospheric, Geophysical and Astronomical Services
Administration (PAGASA) has advised that Tropical Cyclone Rai has
strengthened to a typhoon. The storm was most recently located 590 kilometres
east of Hinatuan, Surigao del Sur moving westward at 20 kilometres per hour.
Forecasts indicate it will make landfall on Surigao del Sur by 08:00 local
time on 16 December. Winds of up to 150 kilometres per hour and torrential
rain are likely, leading to the risk of flash flooding.
