Typhoon Ulysses weakens into severe tropical storm, heading west towards Vietnam

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) reports that Typhoon Ulysses, also known as Vamco, has weakened from a typhoon into a severe tropical storm. The storm is currently moving west out of the Philippine Area of Responsibility towards Vietnam. Strong winds and heavy rain continue to affect central parts of the Philippines
