Incident description: Clashes between government troops and rebels left at least 11 civilians dead and eight more wounded near the town of Mann Nov. 14. Mann is located in Ouham-Pende Prefecture's Ngaoundaye Subprefecture, near the shared border with Cameroon and Chad. The rebels and soldiers exchanged fire at a marketplace, with troops repelling the militants. Local authorities have stated the attackers were part of Return, Reclamation, and Rehabilitation (Retour, Reclamation et Rehabilitation, 3R), a major rebel group operating in the area.

Mann is located approximately 600 km (370 miles) northwest of the capital, Bangui.

반군과 군인들은 총격전을 벌였고, 정부군이 반군을 격퇴했다고합니다.
하지만 10월 15일 Touadera 대통령의 일방적인 휴전선언 이후 2번째 발생한 교전이며 3R Group이 속한 CPC 단체의 활동 역량을 보았을때 추가 교전 발생 가능성은 없지 않습니다.
